Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, believes that the Authorities shall restore Legal Environment

 

Given the election process, the coming year would be decisive and utterly responsible, V.Lytvyn stated. "I am convinced that Ukraine shall remain a State, the question is how shall it look like", -  Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, stated on Friday, meeting the representatives of the International Public Organization "Union of Generals of Internal Affairs of Ukraine".

 

"The authorities shall restore legal environment", - V.Lytvyn stressed. According to the Head of the Parliament, "today, justice and law are substituted with agreements", and "the power is distributed on a quota principle, being partially privatized, as confirmed by the personnel appointments". Hence, V.Lytvyn believes that the country "holds on to chaos by inertia", "the play with State taking place".

 

"Everyone shall make efforts to return power to the people. All personnel appointments shall be made public", he stressed.

 

Addressing the attendants, V.Lytvyn highly appreciated the competence of the Union members, stating that each of them dedicated their lives to their activity. "One shall serve only the Law", - he stated.

 

He believes that experience of the internal affairs veterans is of great significance as to the introduction of proposals concerning enhancement of responsibility of the authorities and improvement of the situation in the country. He underscored that a great many representatives of the law and order system were present at the Parliament.    

 

V.Lytvyn stressed the importance of total "depoliticization, departization and decommercialization" of the law enforcement system.

 

The Chairman of The Verkhovna Rada of Ukraine presented The Verkhovna Rada of Ukraine decorations to the Union representatives. V.Lytvyn was accepted as an honorary member of the International Public Organization "Union of Generals of Internal Affairs of Ukraine". The Head of the Parliament was given an Honorary Diploma of the Union.
